Miller Quintin Jr., the eldest of five children, was born on February 19, 1976 at La Trinidad, Benguet, Philippines to spouses Miller N. Quintin and Lydia S. Estodo. Despite his immediate family living abroad, Miller Jr. has chosen to remain in the Philippines and practice his law profession in the Municipality of La Trinidad.
During the mid 1990's Miller Jr.'s father was the elected Punong Barangay of Bineng, La Trinidad, Benguet, Philippines. His greatgrandfather Baldomero Namuro, on the other hand, held the post of the equivalent rank of the town mayor of La Trinidad during the 1920's.
Miller Jr. is married to Janice D. Anguitay of Puguis, La Trinidad, Benguet. Janice is the daughter of spouses Cresencio Anguitay and Susan Delfin. She is currently employed at the Treasury Office of the Municipality of La Trinidad.
Miller Jr. and Janice are currently residing at Buyagan, Poblacion, La Trinidad in the same house where Miller Jr. grew up in.
Miller Jr. was a member of the Cordillera Paralegal Volunteers Organization (CPVO). The organization was mostly composed of his friends from law school and which advocated for the protection of human rights. The organization held legal clinics and seminars for the benefit of the less privileged.
